Totally confused.. Please help

I need some advice from some parents here as I'm not sure with the system in HKG. My gal is 15 mths old and she has been attending Tutor Time playgroup. We plan to put her in local curriculum and was told by friends to try apply for pre sch with St. Catherine. Any other good sch I can try as I believe all sch in HKG are pretty full with long waiting list.
We even have friends telling us to delay a year as some sch may not take her as she is a dec baby... (12/2011) so I'm totally confused.
Should I visit the sch personally and find out more? Please help what should I do now?
