What's open today and is the flower festival still on in Victoria Park?

We are looking to do something with our 1 year old that's fun and festive.

I think a lof of the malls are open since some have special CNY performances like Taikoo Shing's CityPlaza.

Does anyone know whether Horizon Plaza (Ap Lei Chau) is open today or not? We like to go to Bumps to Babes there.
