I had to hold ours down --actually just the girl; our boy, while he didn't enjoy it, would let me do it without me having to hold him or anything. He knew that it would be over very quickly.
I think a large part of Z's resistance was in being held down, but then she was too young to understand that I just had to get the mucus out and she couldn't be counted on to stand/sit still while I do the deed. Luckily, both learned to blow their noses pretty early on...
