I simply tell them "Its not in the budget this year so the answer is no; perhaps next year"

For me it is a point system.
1 page of kumon, 20 minutes of reading, any other activity which needs to be rewarded equates to a number of points. 1 point translates to a dollar.
My son is too busy converting his points to lego toys to bother with 3DS. Besides .. he read the reviews and found out about the headaches and talked himself out of it.
