Baby Circumcisions

Is it common for baby boys to get circumcised in Hong Kong? If so when do they usually get circumcised - a few days after birth or later?

i think standard is within the first 3 weeks. our son got circumised when he was 2 weeks - not ideal. if I had to do it over again, I would do it sometime in the first 3-4 days.
