If you choose Pokfulam & AISHK, the commute will be a bit better than DB but still quite sucky. You're looking at a good hour during normal days and much longer under rain and/or accidents.
With your 60K budget, I would suggest you look at Happy Valley / TaiHang / Tin Hou if you wish to stay on the Island. South side (Pokfulam) will be quite painful for them as they will end up wasting a good 2 hours on the bus which is just not nice.

Thanks HC, I hear what you are saying. Just worried about having some space for our dogs.
This is a really cra*py situation trying to find a school place..and before you suggest a local one my eldest was a late talker and would not cope in a Chinese school my second son would but not my first.

We have 2 dogs and we live in Happy Valley. There is a dog park up the hill and the neighborhood is full of dogs. If you havent visited the area, I would encourage you to take a look.
Commute to central will be small while commute to school will be manageable (approx 30 mins each way). As for schools, you will be very conveniently located for all Island schools and within easy reach of Kowloon Tong.
Chinese education is not for everyone, so I'll leave that one for you to decide.
If you have not yet contacted KCIS (English school) please check with them. They may still have some room for your 7 year old.
For the 2 younger ones, if you want to try the Cantonese, I would recommend LingNan kindergarten.
