Umm, no, actually its the same as USA.
Public schools are totally free and private schools range from affordable to very expensive depending on location and reputation.

There are local English schools available as well as help from Education department. I think it would be helpful if you contacted them ASAP and see what they can do for you:

I saw a Gov't TV announcement last night that the deadline for P1 places is June 4th/5th. I can't find this info on the web, but would call the EDB asap to see if you can apply for a school for your 5 yr old.

Check out Creative Primary School. http://www.creativeprisch.edu.hk/
My son's tutor said it is easy to get in, they also have IB program PYP.
They are located in Kowloon Tong.
