After reviewing the list of candidates for the ESF Board of Governors this weekend it appears that everyone has an unhealthy fixation with the subvention / subsidy.
According to the attached graph, it is $20K for primary per year ( 2K per month x 10 months ) and $28K for secondary year students ( 3K per month x 10 months).
While I can understand that a fee increase of that amount would place some burden on parents with multiple kids in the ESF system, I do think that this is an amount that with a little bit of financial planning, can be managed.
From their annual report:
With 12,700 children enrolled, that accounts for approximately 22K per student per year.
As a parent, I wonder how much different things would be if the ESF just gave up on its annual pursuit for government handouts and focused internally on the quality of education, governance, infrastructure, staffing as opposed to the external and now annual distraction of the subvention.
Just opening up a topic for debate.... don't panic.

From their annual report:
Government subvention remained at a level consistent with last year, with an additional HK$600,000 grant
received for the Learning Support Centre at West Island School. Including hardship allowance and refund of rates
and rent from Government, total grants received by ESF during the year were HK$286.8m (2008-09: HK$287.1m).
