Have you tried the Japanese 10mins hair places?
There's one in Shun Tak Center called QB house. They charge $50 for a cut.
Or you can try Salon Esprit in Central. They have a special rate for students. I think its $200.
Also there are a couple of local places on Stanley St and the bottom of the escalator on Shelly St.

I take my kids to any local salon. QB house sounds fun, though - may try next time. I generally pay about $60 for a wash/cut. I started taking my son when he was 3.
